Ok, I have been pondering this, and I have come up with an answer to my own question. I, being only a measly 55, had to ask around for an answer to my question. Most people didn't know. However, I found a very old player (beta) who told me that a libram is a book that offers a mini-quest; the objectives are usually not hard, mostly only collection quests, whose reward is an enchant. Mine, the Libram of Protection, adds 12 dodge to a head or leg item.
Since Librams seem to be such a problem, I will be doing a periodic article about specific librams. This column will be called: "Elven Legends:________"
To complete a libram, you must first complete the quest Elven Legends. After that you are allowed to turn in Librams to Loremaster Lydros. Easy smeeshy, especially since no-one runs Dm anymore, and getting a 3 man party at level 60 or so would allow you to quickly get into DM North and then out again with minimal resistance.
